Step-1: We have to apply/register the manufacturer on the BIS website Portal. We need Factory License with Business scope in it.
Step-2: The product has to be tested from the “BIS recognized laboratory” for the corresponding standards.
Step-3: After getting the test report, we have to apply for BIS Registration with Prescribed filled-up Form with a lab test report, factory documents, information & undertaking. Part – I :Generic Issues
The Compulsory Registration order will be effective based on the manufacturing date or import date?
The date of manufacturing for domestically produced goods and the date of landing of consignments in India for goods manufactured overseas would apply for consideration against deadlines notified.
What would be the status of goods already in stock and in the market?
The products manufactured/imported before the due date of coming into effect of Order are not covered under the ambit of the Order.
What will happen to goods ordered and expected to come on or after the due date (on account of deferment of shipments) or in transit?
The goods landing at Indian ports on or after the due date must comply with the requirements of the Order.
Who is eligible to get a Unique Registration Number – the manufacturer or importer?
The manufacturer is eligible to apply and get unique registration number which is linked to manufacturer, location of factory, product and brand.
Ministry of Electronics & Information Technology (MeitY) (erstwhile DeitY) has notified “Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012” on 03 October 2012 for fifteen categories of electronics items. Fifteen more product categories were added by MeitY under this order on 13 November 2014. MeitY has also notified Indian Standard for ‘Indian Language Support for Mobile Phones’ on 24 October 2016. Another thirteen product categories were added by MeitY under this order on 23 August 2017.
Ministry of New and Renewal Energy(MNRE) has notified five products under Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 dated 05 September 2017.
As per the Orders, no person shall manufacture or store for sale, import, sell or distribute goods that do not conform to the Indian standard specified in the order and do not bear the Standard Mark with unique registration number obtained from BIS.
Bureau of Indian Standards grants licence to the manufacturers to use or apply Standard Mark with unique R-number, through registration based on self-declaration of conformity for goods and articles as per Indian Standards. The grant of licence and its operation under Compulsory Registration Scheme are carried out as per the conformity assessment scheme under Scheme – II of Schedule – II of BIS (Conformity Assessment) Regulations, 2018′.

BIS Certification is a means for providing a third party guarantee of quality, safety, and reliability of products to the customer. BIS Certification is voluntary in nature; however, the Government of India has made BIS certification mandatory for certain products taking into consideration public health. In this article, we look at the procedure for obtaining BIS Certification for a product in India.
BIS Certification is provided in India by Bureau of Indian Standards (BIS), the National Standards Body has been successfully promoting and nurturing standards movement within the country since 1947. BIS came into existence in 1987 through an Act of Parliament. BIS is involved in various activities like standards formulation, certification of products, hallmarking, testing and calibration scheme, and more.
BIS Product Certification Scheme is one of the largest in the world, with over 26500 licensees covering more than 900 products. BIS Registration/Certification allows the licensees to use the popular ISI mark on their product, which is synonymous with quality products. As per Government notification, 90 products are mandatorily required to have BIS certification. BIS also operates Foreign Manufacturers Certification Scheme under which overseas manufacturers can be granted a license to use the BIS Standard Mark. At present, over 350 licenses have been granted for over 50 Indian Standards in 40 different countries.
BIS Certification is provided in India for products under different types of schemes as follows:
Normal Procedure for Domestic Manufacturers – The applicant is required to submit the BIS Certification application with the required documents and requisite fee. After submitting the application, a preliminary factory evaluation is carried out by a BIS officer. Then samples are tested in the factory and also drawn for independent testing. BIS certification is provided if the sample is acceptable. In this method, BIS Certification is expected to be granted within 4 months of submission of application.
Simplified Procedure for Domestic Manufacturers – In the simplified procedure, the applicant submits a test report of the sample from a BIS approved lab along with an application for BIS Certification. If the test report is satisfactory, then a verification of the factory premises is carried out by a BIS Officer. BIS Certification is granted if the verification of the BIS Officer is satisfactory. Under this method, the license is expected to be granted within 30 working days of submission of the BIS Certification application with the required documents and test report.
ECO Mark Scheme – BIS Licenses for eco-friendly products are granted in a scheme separate from the normal BIS Certification process. Eco-friendly products should conform to additional requirements specified in the Indian Standards to qualify for the ECO mark. The procedure for grant of license is however similar to that of Domestic Manufacturer’s scheme.
Foreign Manufacturers Certification Scheme – Overseas applicants/foreign manufacturers are granted license for the use of ISI mark under the separately designed scheme within 6 months period depends upon cooperation and support of Technical Team with Yaal consultancy.
Certain products are required to have BIS Registration License or Certification mandatory considering the public health and safety. Without BIS Certification, these products cannot be manufactured or sold. The following are products that require a mandatory BIS License or Certification.
